The system of licensed integrated examinations is a complex of means of standardized diagnostics of the level of professional competence, which is an integral part of the state certification of students studying in the specialties of the areas of training "Medicine" and "Pharmacy", and doctors (pharmacists) who undergo primary specialization (internship), in higher education institutions regardless of their subordination.

Medical Licensing Exam Step

  • This is an objective external independent assessment of professional competence.
  • Passes simultaneously throughout the country in the formtesting.
  • Conducted by the Testing Center under the Ministry of Health of Ukraine.
  • Specialties: medicine, dentistry, pharmacy, nursing, laboratory diagnostics, etc.
  • 29 licensed exams per year.
  • Required for all students in the Ministry of Health, Ministry of Education and Health and private universities in the field of health care (more than 140 universities).
  • Volume - more than 55000 students / interns per year.
  • Displacement - about 10% of people.

The purpose of the licensed integrated examination is to establish the compliance of the level of professional competence of the graduate (intern) to the minimum required level in accordance with the requirements of the State standards of higher education. Professional competence is diagnosed as the ability to apply knowledge and understanding of fundamental biomedical sciences and basic medical disciplines that are critical to helping a patient under the supervision of a more experienced physician. The main attention is paid to maintaining health, preventing diseases and organizing medical care.

 
 

Types of test exams

The Licensed Integrated Exam includes one, two or three separate test exams, depending on the educational qualification level. The content of the test exams of the licensed integrated exam is approved annually by the Ministry of Health of Ukraine and must comply with educational and professional programs approved by the Ministry of Education of Ukraine.

Future experts in the "specialist" and "master" level (doctors, dentists, pharmacists, psychologists, etc.) consecutively consist of three exams - Step 1, Step 2, and Step 3. Future specialists of the level "junior specialist" make one exam - "Step M". Future specialists of the "Bachelor" level consecutively make two exams - "Step M" and "Step B".

 
Step 1

"Step 1" - an examination on general scientific disciplines, which consists after studying the basic fundamental disciplines that are part of the test exam "Step 1". The test exam is on the 3rd course (future physicians, dental practitioners) or on the 4th year (pharmacists, clinical pharmacists).

All students who have received the "failed" on the test exams "Step 1", repeat examination of "Step 1" is allowed not more than two times before the next session in terms approved by the Ministry of Health of Ukraine. In case of not completing the "Step 1" exam, a student is not allowed until the next exam session and is deducted from a higher educational institution as having failed to complete the curriculum.

 
Step 2

"Step 2" is an examination of professional-oriented disciplines, which in content correspond to the educational professional program of training specialists. "Step 2" is part of the state certification of students and is in the final course.

All students who received the "Step 2" test result in the "not made up", are allowed to compile state final exams. These students do not receive a certificate of licensed exams, they are considered not to have passed the state certification, they do not receive a diploma on the completion of a higher education institution and can reissue a license examination not earlier than a year later.

 
Step 3

"Step 3" is an exam based on an educational professional program of specialist training in a certain pharmacy (pharmacy) specialty in internship. "Step 3" is formed when studying in an internship.

Interns who received the "Step 3" test score did not make a "result", are not allowed to other stages of attestation. These interns do not receive a certificate of licensed exams and do not receive a certificate of a specialist doctor. Such interns may re-take the "Step 3" exam for three years at any time during which it is conducted.

 
Step M

"Step M" is an examination of professional-oriented disciplines, which in content correspond to the educational-professional program of training of junior specialists. Step M, is part of the state certification of students and is in the final course.

Students who received the "Step M" test exams "did not make", are allowed to other stages of attestation. These students do not receive a certificate of license examinations, they are considered not to have passed the state attestation, and do not receive a diploma of graduation from a higher educational establishment. Such students may re-take the "Step M" exam not earlier than a year in the course of three years.

 
Step B.

"Step B" is an examination of professional-oriented disciplines, which in their content correspond to the educational-professional program of preparation for a bachelor's degree. Step B is part of the state certification of students and is in the final course.

Students who have received the "failed" result on the "Step B" test pass are admitted to other stages of attestation. These students do not receive a certificate of license examinations, they are considered not to have passed the state attestation, and do not receive a diploma of graduation from a higher educational establishment. Such students may re-take the "Step B" exam not earlier than a year in the course of three years.
